The dilemma facing Pakistan

Pakistan is caught in a dilemma. Whenever it makes a peace move to try and resolve the conflicts taking place on its territory, there is invariably strong criticism from not only foes such as India but also friends and allies in the Western world.

This happened again when the federal government in Islamabad and the provincial authorities based in Peshawar engaged a non-violent Islamic group, Tanzim Nifaz Shariat-i-Mohammadi (TNSM) in peace talks and sought to use the influence of its charismatic leader Maulana Sufi Mohammad to persuade the violent Taliban faction operating in the Swat district to lay down arms.

The US reaction has been cautious with Secretary of State Hillary Clinton saying that the Swat peace accord was under study and a State Department spokesman describing it as nothing objectionable because the issue was handled by Pakistan in keeping with its Constitution. However, the US-led Nato and American military commanders in Afghanistan expressed concern over the peace deal as they felt it could turn Swat into a safe-haven for the Taliban and other militants.

At home, secular and liberal forces termed the Swat peace accord as capitulation before the Taliban. They felt the government was giving a free hand to terrorists who had beheaded opponents and security forces personnel, blown up schools, banned girls' education and set up a parallel administration and Sharia courts in Swat.

However, the critics never bothered to find out that the accord was made with an Islamic group that believed in peaceful struggle for enforcement of Islamic law in Swat and rest of Malakand region and had pledged to bring peace to the area. No agreement had been made with the Maulana Fazlullah-led Taliban in Swat who were part of the Tehrik-i-Taliban Pakistan (TTP) headed by Baitullah Mehsud. Instead, the elderly cleric Sufi Mohammad had been tasked to convince Maulana Fazlullah, who happened to be his son-in-law also, to stop fighting the Pakistani security forces and settle for an Islamic system of justice. The system wasn't a full Sharia but was just an improvement on the Qazi courts functioning in Swat and rest of Malakand region since 1994. The courts were to be manned by judges trained both in secular and Islamic law and not by mullahs as it was being made out in the Western media.

The Swat peace deal isn't a done thing. President Asif Ali Zardari, vulnerable to US pressure and lacking credibility in Pakistan, hasn't signed the Nizam-i-Adl Regulation, commonly known as Sharia Ordinance, and has linked it to restoration of peace in Swat. Pakistan's powerful armed forces that lost a significant number of troops in Swat and in the tribal areas in the battle against local and foreign militants, are also keeping an eye on the development as they may not support amnesty for Taliban leaders accused of crimes and human rights abuses.

Besides, the provincial government in the North-West Frontier Province (NWFP) that comprises the secular ANP and PPP and had spearheaded the peace talks in Swat, don't want to fail again after having made a failed peace accord with the Swati Taliban in May last year. So much is at stake for all the stakeholders that they want the peace effort to succeed. Failure would certainly lead to yet another round of fighting.

Elsewhere in the province, the Pakistan Army is still busy in its military operations in Bajaur and Mohmand tribal regions. The military action in Bajaur started in August 2008 but the militants haven't been defeated yet even though they have suffered heavy losses. The operation in Mohmand has made some headway but the militants are still able to launch attacks against the security forces. The troops are also alert in the semi-tribal territory of Darra Adamkhel, where recently Taliban militants brutally killed Polish engineer, Petr Stanzak, after having kidnapped him from Attock district in Punjab province late last year.

Of greater worry to the US and its Nato allies are the tribal regions of South Waziristan and North Waziristan. The Pakistan Army has stopped military action there after making peace accords there with the Taliban groups. It seems Pakistan has left the two Waziristans at the mercy of the US Army. The CIA-operated drones carried out a record 32 missiles attacks in the South and North Waziristan last year and five such strikes have taken place since the inauguration of President Barack Obama. The pilotless US predators have extended their range and scope of targets by attacking suspected hideouts of militants in the Kurram, Khyber and Frontier Region Bannu tribal regions. Despite Pakistan's protests, the US has refused to stop the missile strikes in the Pakistani terrirtory as Washington is convinced the attacks have killed a number of important Al Qaida figures and forced others to flee the tribal areas.

However, on the flip side the US missile attacks have contributed to a radicalised population and embarrassed Pakistan's leadership.

Whole of PAF made nuclear: Chief of Air Staff Air Chief Marshal


Chief of Air Staff Air Chief Marshal Tanvir Mehmood Ahmed on Tuesday said that the whole of Pakistan Air Force (PAF) has been made nuclear with the aim to giving it the status of a real deterrent force. We have made the whole of PAF a nuclear force, he said while talking to media after launch of a book titled A new dawn of PAF on PAF development during a decade till 2008. The PAF has achieved such a deterrence level that no one can cast an evil eye on the motherland, he said. Air Chiefdesignate Air Marshal Rao Qamar Suleman (Deputy Chief of Air Staff perations), who will take over the PAFs command on Wednesday was also present with the Air Chief Marshal Tanvir Mahmood Ahmed on the accession.


Air Marshal Rao is architect of an effective strategy to deal with the Indian threat of carrying out surgical strikes against Pakistan. Due to this strategy the adversary had to shelve its nefarious plan of surgical operations. Air Chief Marshal Tanvir Mehmmod Ahmed said that the country achieved nuclear power back in 1998 with the aim that the defence of the country be made impregnable and over the years PAF has been able to successfully achieve the target. We fought two wars with India in 1965 and 1971 and prevented three imminent wars in 1998, 2002 and in recent days in the aftermath of Mumbai attacks. India had threatened Pakistan of undertaking surgical strikes against her but seeing the level of preparedness and alertness of PAF the looming dangers from the adversary were averted effectively, which showed that the attainment of nuclear power has helped in achieving peace in the region.


It helped deter any misadventure in the region. he said. Answering a question, he said 95 % of PAF personnel and officers are not out to earn livelihood but they joined PAF with the passion to defend the motherland through obtaining mastery over the machine and ammo. Talking about the last ten years, the Air Chief said the PAF today is much more effective and potent force than what it was in 1998 and it shall continue to excel further with the passage of time. Earlier, making remarks at the book launching, the Air Chief termed all the sanctions imposed by the west from time to time in the past a s blessing in disguise saying this helped us a lot to achieve indiginization of technology. It has brought us at the higher pedestal. We would have not gone nuclear. We are now a nuclear state and it is all due to the sanctions, he said.


The coproduction with China of a modern fighter aircraft like JF17 Thunder is also an outcome of the sanctions. We achieved all that with minimal spending while living within our limited financial resources. About the book he said the author Alan Warne (Editor of UK based Air Forces Monthly) has written the book on his own as the PAF had facilitated the writer to carry out his work with an unbiased approach independently. He appreciated the efforts of the writer for creating a masterpiece within a short span of about 15 months. He said the book covers past, present and future of the PAF, presenting salute to heros of the force besides shedding light on future plans. He also appreciated the services of former Director Public Relations (Air) Air Commodore Sarfraz Ahmed Khan for facilitating the author for accomplishment of his task.


He also mentioned the DPR (Air) Air Commodore Humayun and his able team in the Directorate. Earlier, the author of the book said that the PAF during the last 40 years had been undergoing sanctions and despite all that what it has achieved is highly appreciable. PAF is the only air force of the world which has been cobuilding modern fighter aircraft like JF17 Thunder, he said. Chairman International Relations Department of QuaideAzam University Islamabad Prof. Dr. Ishtiaq Ahmed and Assistant Professor of Strategic Studies QuaideAzam University also spoke about the book. A large number of senior officers of PAF attended the function.

India's military power suffers from serious flaws


First came news of Russia's decision to ground a substantial number of its MiG-29 fighters owing to structural defects. The news sparked off immediate concern for both the Indian Air Force (IAF), which flies three squadrons of this 'air superiority' aircraft that played a role during the Kargil war, and for also the Indian Navy which will begin taking delivery of the first four of a total 45 of this aircraft's naval variant, the MiG-29K, later this year.


Almost simultaneously came news of the Obama Administration's directive to General Electric to stop all work on the US-supplied gas turbine engines powering the Shivalik-class frigates just when the Navy was all set to launch sea trials of the first of these three stealth warships. This freeze will stay until the US government finishes reviewing its military ties with different countries. India is now reportedly turning to an Italian company to help operationalise the engines of the 4,900 tonne warships so that sea trials begin within the next two months.


Ironically, this decision coincides with Washington clearing the sale of eight P-8I Poseidon maritime reconnaissance aircraft priced at $2.1 billion making it the largest arms transfer to India so far in the history of bilateral relations. But then all purchases from the US come with the rider that India sign the End-Use Verification Agreement (EUVA) that entails 'on-site inspection' and 'physical verification' which New Delhi has been resisting. And now comes news that the IAF is looking for advance jet trainers (AJT) other than the British-supplied Hawk aircraft to train its pilots. This is because the IAF is facing considerable problems relating to product-support for the 66 Hawks bought only a few years ago. The AJT plays a vital role in training rookie pilots to transition from subsonic trainer aircraft to 'high-performance' supersonic fighters.


These three events in quick succession are only a few of the many such incidents that have been occurring with monotonous regularity. It is repeatedly exposing the Indian armed forces' vulnerability to the whims and vagaries of foreign suppliers that range from sudden foreign policy shifts, price hikes to glitches in technology. This adversely affects every aspect of India's war-fighting capabilities, as was witnessed during the Kargil war when the Army chief commented on India's lack of preparedness famously saying that "if a war was thrust on us, we will fight with whatever we have". The Ministry of Defence is still grappling with the Russians who have almost tripled the original cost of refitting the 44,500 tonne aircraft carrier Admiral Gorshkov (since renamed INS Vikramaditya). The arrival of this aircraft carrier, which is vital to India's strategic interests in the Indian Ocean because of its role in sea control, has been delayed further by four years to end-2012.


In 2008, the Russian company Rosoboroexport had suddenly hiked the price of 80 Mi-17-IV transport helicopters from $650 million to $ 1 billion after the deal had been finalised. In 2007, the Indian Navy refused to take delivery of an upgraded Kilo-class submarine from the Russians after they noticed deficiencies in the accuracy of the freshly fitted cruise missiles. That same year, India also expressed reservations over the upgraded Russian-made IL-38 maritime reconnaissance aircraft after the Navy complained that its Sea Dragon multi-mission electronic warfare suites were not working to parameters. Then in the mid-1990s, many of the British-supplied Sea Eagle anti-ship missiles turned out to be duds. The French refused an Indian request for the 'proven' Exocet anti-ship missiles that had been successfully used by Argentina against the British naval fleet during the Falklands war. After continued refusals, the US only recently agreed to sell to India the 'war proven' Harpoon anti-ship missiles, which, incidentally, it supplied to Pakistan two decades ago. India may boast of the world's third largest Army, fourth largest Air Force and seventh largest Navy, but even 61 years after Independence the Indian military continues to be almost entirely dependent on foreign countries for its weapon systems.



From rifles and machine guns for its Infantry to tanks, artillery guns, fighter aircraft and submarines, the list of imports reads endless and runs into billions of dollars. The Indian armed forces are currently in the midst of their most expensive modernisation and upgrading programme. But India's military is almost entirely foreign dependent. India is slated to spend a whopping $50 billion on defence purchases in the next five years. This does not include the $32 billion worth agreements signed between 2000-2007. But the time lines, cost escalation, rapid advances in military technology and continued depletions in force-levels continue to take their toll on the armed forces which can only hope to attain their complete modernisation by 2025, which is still a decade-and-a-half away.



The order for big-ticket items all of them replacements for an ageing fleet is indeed daunting. It includes 126 multi-role combat aircraft valued at $10.4 billion; six more submarines; six more maritime reconnaissance aircraft to replace the ageing Soviet-origin IL-38s; six C-130J 'Super Hercules' transport aircraft from the US for the Special Forces valued at $962.45 million; a range of artillery ranging from 1,500 pieces of 155 mm towed artillery guns, 180 wheeled Self Propelled Guns and 140 ultra light howitzers; 347 more T-90 tanks from Russia; a range of helicopters ranging from Mi-17-IVs, 384 light helicopters including 259 for the Army and 125 for the IAF priced at a total of about $1.6 billion to replace the vintage French-origin Chetaks and Cheetahs, and 22 attack helicopters to replace the ageing Soviet-origin Mi-25/35s; 16 anti-submarine warfare helicopters for the Navy to replace the British-made Sea King fleet, and 15 heavy-lift utility helicopters to replace the four Soviet-origin Mi-25 helicopters.



Unfortunately, India's quest for self-reliance and indigenisation of defence hardware that began in the late 1950s is far from fruitition. Of particular dismay is the performance of the Defence Research and Development Organisation, which has failed to develop a single major weapon system. Even 37 years after its development, the Arjun tank continues to suffer from performance deficiencies, forcing India to buy T-90s from Russia, which has since been creating hurdles in technology transfer. Indigenous efforts to make the Kaveri engine for the Tejas Light Combat Aircraft, developed with the help of the US and still a few years from induction into the IAF, have failed, forcing India to look for a foreign collaborator. The Akash and Trishul surface-air-missiles have remained a non-starter even after 26 years forcing India to buy Barak and Spyder missiles from Israel. Both the Agni and Prithvi surface-to-surface missiles have only achieved limited success. In contrast to military powers of reckoning, India's defence exports were a dismal $105 million in 2006-2007 allowing it little leverage in contrast to our long-term competitor and adversary, China, which signed export agreements worth $3.8 billion in 2007 alone. Even the most expensive Indian defence exports comprise second-hand defence equipment of foreign origin. This over-dependence on foreign vendors coupled with a failure to become self-dependent in defence hardware does not auger well for a country that is seeking to be a global player in a world that is dictated by realpolitik and where military power is still key in a multi-polar world along with the other two major forms of power Economic and Soft.

Nuclear blast predicted by the Prophet (saws):

Nuaim reports via Abdallah Ibn Masood that the Messenger of Allah (PBUH) said:

"When there is a scream [sayhah] in Ramadan, then there will be bloodshed in Shawwal, and the tribes will form groups in Dhul-Qi'dah, and blood will be spilt in Dhul-Hijjah, and al-Muharram! What will happen in al-Muharram?" saying it three times, "Indeed, indeed! The people will be killed in a great massacre".

We said: "What is the scream, O Messenger of Allah?" He said: "This will be in the middle of Ramadhan, on a Friday morning. That will be when the month of Ramadan begins on a Friday night. There will be a blast that will awaken one who is asleep, and bring the young women out of their rooms, on a Friday night during a year of many earthquakes and severe cold."

Nuaim reports via Abdallah Ibn Masood that the Messenger of Allah (PBUH) said:

"During Ramadan there will be a sign in the sky, as a bright pillar of light, and in Shawal a catastrophe, and in Dhul Qada many perishing, and in Dhul Hijja the Pilgrims are plundered, and what will make thee understand what Moharam will hold...
A devastating sound will be heard in Ramadan, and a commotion in Shawal, and in Dhul Qada conflict between the tribes, and that year the Pilgrims will be plundered and a great confrontation will unfold at Mina with many killed and much blood spilled as they stand on the rock of Al Aqaba. If the blast occurs in Ramadan, then there will be commotion in Shawal...
We asked what is the blast, oh messenger of Allah, and he said: a strong blast of sound in the middle of Ramadan on a Friday night. This blast will wake the sleeping and knock down the standing, and move the aged women from their shelter on a Friday night of a year that will witness many earthquakes."


Al-Hakim narrated from Abu Hurayrah [r.a] from the Prophet (saws) that he said:

"There will be a blast in Ramadan that will awaken one who is asleep and terrify one who is awake. Then there will appear a group in Shawwal, then bloodshed in Dhul-Hijjah, then the prohibitions will be violated in Al-Muharram, then there will be death in Safar, then the tribes will conflict with each other in Rabi, then the most amazing thing will happen between Jumada and Rajab. Then a well-fed she-camel will be better than a castle sheltering a thousand.



The prophet talks about a "Blast" with a "devastating sound" that will "awaken the one who is asleep and terrify the one who is awake" and which will appear as a "sign in the sky, a bright pillar of light".

The discovery of the Euphrates gold after the Nuclear attack:

Nu'aym ibn Hammad narrated from Ka'b that he said:

"There will be on the banks of the Euphrates, in the direction of Sham of a little before it, a great assembly. They will fight each other over wealth, and seven out of every nine will be killed. And that will be after the bast and the collapse in the month of Ramadan, and after the appearance of three banners, each of whom will seek the kingdom for himself, among them a man whose name is "Abdullah"."

This hadith tells us that the civil strife between the tribes that the gold of the Euphrates is gonna cause will take place after the blast and the global collapse in the month of Ramadan.

There is a hadith which says that the battle of the Euphrates is a sign of the appearance of the Mahdi:

Ibn Majah narrated from Thawban [r.a] that the Messenger of Allah said:

"Three men will fight at the place where your treasure is, each one of them the son of a khalifah, but it will not go to any of them. Then, the black banners will come out of the east and kill you as no people have ever been killed" Then he said something that I do not remember, then he said: "So when you hear of him, then go to him and give the bay'ah to him, even if you must crawl over ice. For he is Allah's khalifah, the Mahdi."


The author notes about this hadith:

"Ibn Khatir said that the treasure referred to in this hadith is the treasure of the Ka'bah, over which three sons of the khulafa will fight at the end of time. Allah knows better as to why he said this, as he did not bring any evidence for it , and there do not appear to be any well-known authentic texts indicating it.

However, there are other athar indicating that the treasure refers to the gold that will be uncovered from the Euphrates:

Pak nuclear programme faces 35 pc cut

ISLAMABAD: Pakistanís nuclear programme is facing severe financial cuts, badly hampering some core classified projects, it is learnt.

A source told The News that several development programmes of the Pakistan Atomic Energy Commission, including some classified ones, have been slowed down and some even halted as the government has imposed an unprecedented squeeze.

The classified side of the PAEC development budget saw a cut of almost 35 per cent while for the open development programmes only 15 per cent of the budget has been released, thus affecting more than 30 projects. The source said that senior nuclear scientists and those holding key positions in the countryís nuclear programme apparatus were extremely upset with the situation and fear that the cut would badly damage the nuclear programme and would tantamount to a quiet unannounced rollback.

The PAEC member administration, however, denied this but conceded that there had been belt-tightening because of the global recession. Major-General Khalid Mushtaq, while talking to this correspondent on phone from his office, said that the global recession had led to the belt-tightening and the emphasis was on the judicious utilisation of the available resources.

He denied any compromise on the countryís nuclear programme and its development. The resource crunch, he said, should not be interpreted in a manner that may show that there was any compromise on the programme.

General Mushtaq said that he did not know the details of the spending as he was on the administration side of the PAEC. But he insisted that any impression of funds stoppage or slowing down of development programmes would not be true.

He said that there could be prioritisation of different development programmes but the funds had not been stopped. ìNo, no there is no such thing,î the general said.

A source also disclosed that the financing system for the nuclear programme had also been changed, and insisted that it had been done to the disadvantage of the nuclear programme. The source explained that a new system called Assignment Account System (AAS) had been introduced despite the opposition of the PAEC and the SPD.

The new system, it is said, would not only expose the classified purchases of the PAEC but would also not allow these strategic organisations to keep their allocated money in their respective bank accounts.

General Mushtaq, however, said that there might be a change in the accounting system but not in the funding resource, which remains the government of Pakistan. When asked to refer this correspondent to an official who could share the details, he said he had enough information to respond to The News queries. Spending on the countryís nuclear programme remains confidential, he added.

According to the source, while the government has allocated tens of billions of rupees for projects like the Green Karachi and the Benazir Income Support Programme, the countryís nuclear programmeís core classified development projects are still not being provided the badly needed amount, which is not more than Rs 10 billion.

The strategic organisations of the country should be the top most priority of the government but still they got less than 0.5 per cent of the GDP. Those running the nuclear programme and the strategic organisations are extremely upset and do not know why this is being done. Some key officials of the PAEC, the sources confirmed, had even resigned in protest over this strange attitude of the government.

Such an attitude, it is said, had demoralised and de-motivated those handling the core classified projects. The issues of massive slashing of funds and the change in the financial system were also discussed at the highest level but to no avail.

This is like creating hurdles in the progress and development of the country's nuclear programme, an extremely concerned source said, adding that no government had even done what was being done by the present government.

But a Finance Ministry official said that because of serious financial crunch, Prime Minister Syed Yousuf Raza Gilani had recently approved a summary to scale down budgetary allocations for the Public Sector Development Programme (PSDP) by over Rs 118 billion for the ongoing fiscal year 2008-09.

After getting approval from the prime minister to reduce allocation for the federal share of the PSDP to around Rs 219 billion from its initial allocated amount of Rs 371 billion, the Planning Commission (PC) barred the ministries/divisions on March 24, 2009 from undertaking work on new schemes in the remaining months of the ongoing fiscal year.

Earlier, the government had excluded Rs 34 billion for the Benazir Income Support Programme (BISP) from development expenditure and put it under the current expenditures.

Under the IMFís prescriptions, the government is taking steps to curtail fiscal deficit within the agreed limit of 4.2 per cent of the GDP or Rs 562 billion and mainly compromising development expenditures. But not many knew that this situation is also affecting the nuclear programme of the country.

Interestingly, while the nuclear programme as well as the development projects under the PSDP is facing financial slash, the government has terribly failed to control current expenditures as only the prime minister has cut down its expenditures by around 38 per cent. The federal ministries and divisions are not following his footsteps.

The Planning Commission, in its March 24th circular, had asked the ministries and divisions that if there were very necessary spending requirements, then the ministries/divisions should approach the PC for getting a No Objection Certificate (NOC).

Update on Khushab Plutonium Production Reactor Construction Projects in Pakistan

ISIS has obtained commercial satellite imagery from DigitalGlobe taken January 30, 2009 of the Khushab plutonium production reactors in Pakistan. The imagery shows that major construction of the buildings associated with the second Khushab reactor is likely finished and that the roof beams are being placed on top of the third Khushab reactor hall (figure 1). The operational status of the second reactor is unknown, but it could start in the near future.
A comparison of commercial imagery of the second Khushab reactor from September 3, 2008 and January 30, 2009, shows that in the span of almost four months, there have been few changes to the structures and that there does not appear to be ongoing construction of any additional buildings (figures 2 and 3). This indicates that major construction of the buildings associated with the second Khushab reactor may have been completed.
The most recent imagery shows the construction of defined roads and lane dividers on the compound near the second Khushab reactor, whereas the September 3, 2008 imagery shows only dirt tracks made by vehicles (figures 4 and 5). While it is unclear whether these roads are paved in the new imagery, they are well-defined and paving would be likely to follow soon. Such preparation indicates that construction crews do not anticipate using most types of heavy construction equipment on or around the second reactor and its associated buildings.
DigitalGlobe imagery from September 3, 2008 showed the reactor cylinder inside the third reactor building because the roof had not yet been placed on top.4 Imagery from January 30, 2009 shows that the roof beams are being placed on top of the reactor hall and the reactor cylinder is no longer visible (figures 6 and 7). Also in the January 30, 2009 imagery is a footprint for a large building adjacent to both the second and third Khushab reactors (figure 8). The arrangement of the footprint, and its location outside the main perimeter fence, indicates it will be a large administrative building with multiple wings, though the basement for this building appears unusually deep.
Conclusion
Pakistans increase in plutonium production capability stands to accelerate an arms race with India. In the current climate, with Pakistans leadership under duress from daily acts of violence by insurgent Taliban forces and organized political opposition, the security of any nuclear material produced in these reactors is in question. India can easily match Pakistans actions, given its own capabilities to produce plutonium for weapons in heavy water power reactors and a breeder reactor currently under construction. Rather than standing by as a dangerous surge in the production of fissile materials for weapons unfolds in South Asia, the United States should make it a key priority to convince Pakistan to join the negotiations of a universal, verified, Fissile Material Cutoff Treaty (FMCT), which would ban the production of plutonium and highly enriched uranium for nuclear explosives. As an interim step, the United States should press both India and Pakistan to suspend any production of fissile material for nuclear weapons. Current U.S. policy, focused primarily on shoring up Pakistans resources for fighting the Taliban and al Qaeda, has had the unfortunate effect of turning the United States into more of a concerned by-stander of Pakistans expansion of its ability to produce nuclear weapons. The Obama Administration has an opportunity to make a verified FMCT a top priority again and insist that Pakistan and its rival India join these negotiations in good faith.

Catholics fear Hindu 'Taliban'

THE Catholic Church has warned that electoral victory for the conservative Bharatiya Janata Party next month could result in a Hindu-style "Talibanisation" of India and lead to the suppression of human rights for all religious minorities there.

Father Babu Joseph, a spokesman for the Catholic Bishops Conference of India, which represents 168 diocese, said the church feared the results of the current national elections, which are being held in five stages and conclude on May 13.

"They want to demolish secularism - they're very clear there has to be a Hindu nation and only Hinduism is acceptable," Father Joseph told The Australian. "Last time the BJP was in power, they began the process of amending the constitution of India to try and take away the rights of the minorities."

The constitution enshrines the rights of minority groups and religions to establish institutions for their communities.

But Father Joseph said: "If that's removed then tomorrow all our institutions, including our schools, could be taken over."

Communalism has been a constant theme in Indian elections as parties seek to woo voters along religious lines.

One of the most startling moments in an otherwise lacklustre campaign this election was a hate speech delivered by Varun Gandhi, great-grandson of India's founding prime minister and great secularist Jawarhalal Nehru. The young Gandhi was jailed for a fortnight after allegedly telling supporters he would cut off the hands of any Muslims who threatened Hindus.

In August and September last year, the Christian community was targeted in riots across the state of Orissa, triggered by the murder of a local hardline Hindu priest who preached radical Hindu exclusiveness among his followers.

Some 50,000 Christians - many of them converts from the socially backward Dalit caste - have been displaced in the violence, which claimed dozens of lives and saw thousands of Christian houses and churches burnt in villages across the state. Many have left the state but as many as 4000 Christians are still sheltering in refugee camps.

The riots occurred under the coalition state government of the BJP and former political ally the Biju Janata Dal.. But the BJD last month broke off its alliance and has since been trying to persuade people to rebuild their homes and their lives.

Father Joseph said a fraction of Christians displaced in the violence had returned to their villages to rebuild with the help of the Government and the church.

In some, reconciliation had also begun, as Hindus and Christians worked side by side in the reconstruction. But many others had been forcefully converted to Hinduism on their return.

"It's like what is happening in Pakistan - trying to apply sharia law. This is the Hindu version of it," he said, adding that Hindu nationalist parties such as the Rashtriya Swayamsevak Sangh were indoctrinating poor tribal people in Orissa against Christians.

"This is the worst we have seen so far but we wonder what is still to come depending on what kind of party comes into the centre," Father Joseph said.

However, BJP MP and national party spokesman, Prakash Javadekar, dismissed the church's concerns as "political propaganda", pointing to the success of BJP governments in Christian-dominated states such as Goa.

Mr Javadekar told The Australian yesterday that Indian minorities were safer under a BJP government than under the Congress party, which he said had been responsible in 1984 for inciting India's worst communal violence since independence following the assassination of prime minister Indira Gandhi by her Sikh bodyguards.
