Proofs of Blackwater, Xe Services Presence in Karachi

Pakistan’s intelligence agencies have submitted their report regarding Xe (Blackwater) to the federal interior ministry. The report includes proofs of XE Services (also Blackwater) presence in Karachi besides shocking story of their nexus with the political party dominating the city.
The report also contains details of houses and hotels being used by Blackwater as its operational centre and lodging. Quoting highly reliable sources, the investigation cell of one of the large circulated dailies from Karachi has claimed.
Summary of the details given blow.
  • Blackwater’s activities are at the Peak.
  • The notorious mercenary forces are enjoying the support of the most powerful party in the city.
  • Office bearers of the two major political parties are providing [not known whether in their individual capacity or with party lines] to Blackwater besides helping them in getting houses.
  • Nearly half dozen of the houses are provided by a federal minister who is also helping them in clearing the shipments [weapons and hummer] at Port Qasim.
  • Black water has acquired dozens of houses while its strength has reached to 60, 32 out of which are retired officers of Pakistani Law enforcement agencies. No need to mention that the owner of disband Inter Risk is also a retired Captain of Pakistan Army.
  • Blackwater has also acquired the seventh floor of five stars Hotel in the Karachi which is believed to be the new operational Headquarter. Previously a Bungalow in the Khyaban-e-Shamshir area of DHA was used as operational centre.
  • The American School in KDA scheme one has 8 housing units. One house is used by a senior American diplomat while the remaining seven houses are given to Xe Services (Blackwater) for their lodging.
  • Blackwater has got seven houses near the houses of Gen (R) Pervez Musharraf and Gen Moinuddin Hayder in the General colony, near Zamzama DHA. Some Japanese and Koreans are hired and accommodated there to doge Pakistani agencies.
  • Another house is acquired in Karsaz Area which is situated near the Muslim League House. The street has been blocked. 
  • Two Vehicles of BB and BD numbers are used by Blackwater in Karachi, the numbers which are assigned to the MNAs and MPAs only. No one will be able to stop them.
  • According to Ummat, the plot reserved for children park in China ground [Kashmir Road] is also given to Xe Services (Blackwater)

Govt to raise power tariff by 13.6 %

Govt to raise power tariff by 13.6 %ISLAMABAD: The government has decided to raise power tariff by 13.6 per cent from 1st January, the Water and Power Ministry Secretary Shahid Rafi announced on Monday.

According to Shahid Rafi, power tariffs were to be raised by 12 percent under the International Monetary Fund (IMF) while 1.6 percent hike, withdrew last time, has also been included in the new rates.

The new tariff will also be applicable on the consumers, using less then 100 unit a month.

He further said that agricultural consumers would also not be exempted from the raise.

17 Top Pak Officials Protecting US Interests In NWFP

This is a moment of shame for the world’s sixth nuclear armed nation. But it is also time to correct deformities like this one. The United States has recruited agents from within the Pakistani system to forward its own agenda mostly at the cost of Pakistan’s interests and stability. Now Pakistanis are taking their revenge by quietly cleaning up their house. But we need to keep our eyes open.

PESHAWAR, Pakistan—Seventeen officials serving in NWFP on various important posts are active members of the notorious American Khyber Club (AKC) that is believed to be a hotbed of conspiracies against Pakistan, highly placed sources informed TheNation on Sunday.

These officials are facilitating American diplomats, operatives of CIA and mercenaries of Blackwater in their activities stretched across the province and FATA. In reciprocation, the local officials get full support in getting lucrative postings, transfers and getting away with inquiries, etc, sources disclosed and added they are taken care by Americans who have tones of money on their disposal.

“Those who stand out in serving US interests are posted on the posts of their own choice despite lapse of tenure, and this speaks of increasing American influence in our internal matters,” an official said.

Their nominees get US visas in no time and the children as well as siblings of some officials are getting free education in prestigious institutions abroad.
These days serving American interests is more fruitful for anyone than serving interests of Pakistan, an official who was made OSD for an unforgivable crime of non-cooperation with foreigners told TheNation.

The top 17 officials who have made American Khyber Club their second home include nine from District Management Group (DMG), six officers representing Police Service of Pakistan (PSP), while two are in the Office Management Group (OMG).

The PSP officers who take pride in having personal relations with American operatives hail from Peshawar, Bannu, Lakki Marwat, Waziristan and Kohat.

They have been spotted roaming around with foreigners in their bulletproof cars and holding secret meetings with them in their offices which is an open violation of rules and regulations, sources informed.

The DMG officials who are protecting US interests in the region hail from Peshawar, Nowshehra, Swabi, Mardan and Charsadda. They also use the American Khyber Club as their unofficial secretariat. The officials belonging to OMG and PSC Executive Group hail from Waziristan and Shabqadar.

Orders have been repeatedly circulated that government officials can’t meet foreigners (Americans) without prior approval from the authorities concerned but no one seems to be interested in abiding by the rules.

On the other hand, those who are not in the good books of the American Consulate have been given insignificant posts or have simply been made Officers on Special Duty (OSDs).

The sources informed that Pakistan’s premier intelligence agency has reported the matter to the highest authorities in Islamabad.

RAWALPINDI, Pakistan—India’s RAW strictly abides by tactics taught by Chanakya 2500 years ago. ‘Arthashastra’ gives copious lessons how Chanakya used to overcome his foes through deceit, guile and hypocrisy. Soon after birth of Pakistan, Indian propaganda spearheaded through internal subversive forces within Pakistan and its foreign allies was unfolded to sow the seeds of dissension and disruption in Pakistani society and to weaken its foundation based on religion.

East Pakistan was chosen as the primary target for subversion and eventual absorption. It provided a fertile ground to achieve its ends since lot of groundwork had already been done prior to 1947. They took 24 years to wean away the people of East Pakistan from the concept of united Pakistan and to make them look towards India – their erstwhile tormentors – to help them gain independence.

Having reaped rich harvest in 1971, RAW is continuing to follow the same themes and techniques against all its neighbors.

Strategically, India supports and spreads the idea of secessionist bodies in Pakistan. She is leaving no stone unturned to promote dissension and animosity among different communities inhibiting Pakistan and thus destabilise Pakistan politically and make it economically and militarily weak. Her psychological experts employ themes for Sindhi, Punjabi, Pathan, Mohajir, Baluchi and Saraiki audiences separately.

After 1971, India focused her attention towards Sindh, where her psychological operators are hell-bent to create a situation akin to erstwhile East Pakistan. Hanging of ZA Bhutto in April 1979 and its emotional impact on the people of Sindh was exploited to the hilt to create hatred against the army and Punjab. RAW provided all out support to Al-Zulfiqar led by Bhutto sons and later to the MQM’s militant wing to take control of Karachi through terrorization and to employ tactics similar to Awami League to create a state within state. Mrs. Indira Gandhi supported the MRD movement in Sindh in 1983 which kept simmering till 1985 and call for Sindhu Desh grew louder. Rural-urban divide in Sindh was skillfully widened.

India also maintained contacts with NAP (now ANP) leaders because of their historical softness towards the Congress and also kept instigating former Soviet Union and Afghan government to keep the issues of Pakhtunistan and Greater Baluchistan alive. Once India entered into a strategic partnership with USA after 1990, New Delhi intensified its propaganda against Pakistan on the issues of cross border terrorism into occupied Kashmir, drug peddling and on nuclear proliferation with a view to declare it as a terrorist state. The main purpose behind the propaganda warfare was to hide India’s own unchecked atrocities against the Kashmiris in IHK and to put Pakistan on the defensive. Unable to cope with freedom movement in Kashmir, India accused Pakistan of waging a proxy war and blamed certain Jihadi organizations involved in terrorism and sponsored by the ISI.

For the consumption of her their audience and for the younger generation in Pakistan, Indian psychological wizards kept feeding them on the platitude that Hindus and Muslims were living together in peace and harmony until the British inspired gambit divided them. They guilefully conceal the facts of history that in actuality the Hindus entered into an unholy alliance with the British to bring down the fortunes of the Muslims. They are trying to assert that the founders of Pakistan were misled into making an error of judgement, which must now be corrected.

They conveniently forget that till as late as 1946 the founder of Pakistan was in favor of united India and it was the Indian Congress leaders that thwarted all attempts towards conciliation.

India did not reciprocate Jinnah’s call for burying the past and to live as friendly neighbors. It had become abundantly clear from the attitude of the Indian leaders that they had agreed to the partition with a heavy heart and nurtured a fond hope that sooner than later Pakistan will return to the Indian ‘fold’. [Editor’s Note: Pakistan was never part of the ‘Indian fold’. Muslims ruled India before the British, but this is another story.]

In order to subvert Pakistan ideologically and culturally, India has developed its electronic and print media and psychological warfare in a big way and is currently using these weapons adroitly and achieving good results. The peace agreement signed with Pakistan in January 2004 provided an excellent opportunity to India to carry out cultural invasion and make deep inroads into Pakistan’s liberal sections of the society. Artists, film actresses, singers, models, fashion designers, sportsmen, westernized elements are cultivated through regular exchange of cultural and musical programs and fashion shows. Most of our private TV channels have come under the influence of Indian culture.

India’s major target audience is the youth of Pakistan. The element of hostility is being gradually removed from their minds by stating that the Pakistani leaders have unduly inflamed the animosity between the two neighbors out of political expediency. Our own pseudo intellectuals and paid writers are helping them in presenting a soft and friendly image of India. Political figures are cultivated and made India-friendly. Such guileful invasions of the minds could have drastic effects on the new generation.

The Indian RAW in cahoots with the Mossad, MI-6 and CIA based in Kabul after 9/11 has very cunningly exploited the existing vulnerabilities of our socio-politico-economic life and created cleavages in the society. They have common interests to wean the people of Pakistan away from patriotism and Pakistani identity.

There is a widely held view in Pakistan that the growth of militancy in Fata and insurgency in Baluchistan together with suicide bombings in Pakistan are the handiwork of a Indo-U.S.-Israeli nexus based in Kabul which is indulging in dirty tricks to destabilize Pakistan politically and cause economic deathblow to Pakistan so that its nuclear assets could be hijacked. It is most unfortunate that today Pakistan despite being a nuclear power is feeling so weak that it is accepting blatant intrusion of foreign powers without a whimper.

Our rulers are least concerned about sabotage and subversion activities of RAW despite having irrefutable proof of its involvement in Baluchistan, FATA and in Swat. They feel shy of even naming the involved agency what to talk of launching a protest. On the other hand, any act of sabotage taking place in India is promptly placed at the doorstep of Pakistan even without carrying out preliminary investigations. It had carried out the biggest ever troop concentration along our border in December 2001 on the uncorroborated allegation that Pakistan had a hand in a terrorist attack on Lok Sabha. Even Karazi gathered courage to accuse Pakistan of supporting cross border terrorism and openly threatened to send his troops into Fata to combat Pakistani Taliban.

While we are being slowly bled to death, it is to be seen how the new leadership reverses the trend of docility towards intrusive foreign powers which miss no opportunity to inflict destructive blows upon the federation of Pakistan.

Pakistan is not weak; it is our weak-willed leaders that had wilted under pressure after 9/11 and ever since have made Pakistan vulnerable to foreign subversion. Alas! So far the PPP leaders appear to be following the old policy of appeasement of Musharraf. They have hardly taken any note of blatant attack on a security check post in Mohmand Agency and repeated incursions of U.S. drones into our tribal belt. Defence Minister helplessly bleats that nothing can be done. The ones who have the guts to fight them back are being hounded as terrorists and killed.

A Sikh Leader: India Is Behind The Fake Taliban, Why Are Pakistan Officials Silent?


The suicide bombers and throat-slitters are not Arab Mujahedeen or Afghan Taliban. This ‘expertise’ has been introduced by the Indians and the Israelis in Afghanistan and Pakistan.  The crimes of the Indian-groomed Taliban have nothing to do with the Afghan Taliban fighting inside their own country and the Kashmiri freedom fighters inside their own territory. The question is: Why is the Pakistani government continues to feel ashamed in standing up for Pakistan?

Proof of Indian weapons and special-ops agents have been discovered in Swat and Balochistan. The evidence is so damning that US officials had no choice but to olige Pakistan and directly ask Indian Prime Minister, Foreign Minister and Defense Miniser to tame Indian terror-breeding
operations in Afghanistan aimed at Pakistan. Manmohan Singh, confronted by the Pakistani Prime Minister with evidence in Egypt, had no choice but to agree to refer to Indian terrorism in Balochistan in the joint statement.


It was an amazing revelation by a serving Maj. General of Pakistan army in-charge of the Swat operation during an interview with Aaj television news channel.

Maj. Gen. Sajjad Ghani has revealed the following points backed by evidence:

 1.     Swat valley was occupied by criminals with full money and logistical support of India.

2.     The entire operation was planned by Indian military officers posted to several locations in Afghanistan

3.     The Indian ‘footprint’ in Swat and the Pakistani tribal belt includes: Indian currency, Indian bullets, Indian small explosives, Indian heavy explosives, and other items that indicate links to Indian army’s command and control setup.

4.     Special hideouts [tunnels, caves, underground passageways] created by Indian expertise and machinery. This technology cannot be available to amateur fighters.

5.     Blood banks and all the supporting products, i.e., fresh frozen plasma, etc., to help the fighters sustain a long term war.

All this evidence helps in reaching the following conclusions:

1.     Sufi Muhammad, Baitullah Mehsud, Fazlullah are all Indian agents, fully in contact with senior officers from R&AW and Defense Intelligence Agency posted in Afghanistan

 2.     All crimes on Pakistani soil, including the destruction of schools of girls and boys and the slaughter of innocent people were done on orders from Indian assets on the ground and inside the nearby Afghan provinces. These were effectively Indian actions of war against Pakistan

3.   This Indian free hand in Afghanistan and inside Pakistan’s Balochistan and NWFP says a lot about the inefficiency of the Pakistani government

5.   All suicide bombings in Pakistan are linked to fake Indian-groomed Taliban in Afghanistan, which was built by recruiting brainwashed young men misled into believing they are fighting a jihad against America.  The suicide bombings in Pakistan are Indian acts of war. Make no mistake about it.

6.     Islam and Muslims are defamed by Indians and their allies. Unfortunately, the Pakistani government and media are hands in glove with this demonization of Pakistan. Instead of asking questions they simply repeat what is fed to them like parrots.

7.     Pakistan is losing the support of the mujahedeen who are keeping the Indians at bay in Kashmir and Afghanistan.

8.     This tactic of pitching the fake Taliban with the Pakistani military has resulted in a confrontation between the Pakistani army and the Mujahedeen.  The fact is that the Mujahedeen in Afghanistan and Kashmir have nothing to do with the crimes of the Indian-groomed fake Taliban.

The Indian activities in Afghanistan have gone undetected for a long time. But now enough evidence has been collected to indict the Indian government and military for indulging in the worst forms of terror breeding.

Here are some signs of the crimes the Indians are involved in inside U.S.-occupied Afghanistan:

1.        Many psychological-operations experts and experts in Islamic indoctrination and what generally is known as ‘mind-messing professionals’ have been deployed in special training camps. These people introduce themselves as Mujahedeen to new recruits, brainwash them and then use them inside Pakistan.

2.        The slitting of throats is a new tactic introduced by the Indian terrorism trainers to demoralize Pakistan and show the Afghan Taliban in a wrong light. The suicide bombings are not the result of Arab influence here as the British and American media claims. It is also the result of Israeli experts bringing in their expertise in penetrating Islamic groups. How silly it is that Arabs would arrive in this region to kill Pakistanis and spare the Am-Brit occupiers of Afghanistan all these months.

3.       The Mumbai terrorist act appears to be a joint Israeli and Indian event. Both countries have secret close cooperation in the areas of intelligence and countering Muslim groups. The Israeli eagerness to help India against Pakistan is amazing both in Kashmir and Afghanistan is amazing.

4.       It is not clear yet if the lone surviving terrorist, Ajmal Qassab, is indeed Pakistani. India has offered no solid evidence proving this and it is shameful that the Pakistani government is not making this public despite the fact that independent investigators from Interpol verify this fact.

5.       Qassab means butcher in Urdu/Arabic. In Pakistan, hardly anyone retains this surname.  If Qassab is not an Indian who played the role of a Pakistani terrorist, then he certainly is someone who has been duped into joining the group that conducted the operation. Indian explanations regarding the bodies of the rest of the terrorists, their DNA samples, their origins, are misleading and confusing at best, which destroys the entire Indian case against Kashmiri freedom fighters inside Pakistan.

6.       Important parts of the Mumbai operation were planned and conducted outside Pakistan. Also, the Indian security failures in Mumbai are suspicious at best. There is more in this case than meets the eye. Pakistan should be under no compulsion to accept the Indian version of events and should advise the same to the international community. Instead, the Pakistani government has chosen complete surrender.

All of the above raises serious questions about the silence of the Pakistani government on the disturbing and treacherous Indian behavior:

1.      Why the Pakistan Government is not protesting against Indian invasion into Swat and other cities of Pakistan?

2.      Why Pakistan Government is silent over the Indian attack on the Sri Lankan Cricket team?

3.      Why Pakistan Government is not using Interpol services to get Altaf Hussain and hang him for his numerous murders and acts of terrorism? Why the Pakistani Government is not asking Kabul to hand over the terrorist Brahamdagh Bugti and hang him for killing innocent Pakistanis, and for the crimes of his grandfather the tyrant Akbar Bugti who killed hundreds of poor Pakistani Balochis and displaced thousands of poor Pakistani Balochis?

4.      Why hardcore criminals have been protected under the umbrella of Musharraf’s NRO?

5.      Why Mr. Nawaz Sharif and other Pakistani leaders have sold themselves to the devil, keeping totally silent, deaf and dumb on these issues? Why is power more important to them than anything else?

6.      Why are we helping those forces which are supporting Indian and Israeli terrorism in Pakistan? We know the forces behind the so-called BLA and MQM. The question is: Why is the government supporting these forces?

7.      Why Hamudur Rehman Commission recommendations have not been implemented in letter and spirit?

8.      And why did we not learn lesson from East Pakistan bitter experience?

American NGO Covers For Blackwater In Pakistan?

Reports suggest Pakistan has expelled a US Blackwater mercenary, but Pakistanis ask,  'Who rules our streets, the Pakistani government or the Americans?' And who let them in?

In May, a US diplomat was caught arranging a meeting between a suspected Indian spy and senior Pakistani officials in the privacy of her house.  In June when Pakistani officials confronted Washington with evidence that terrorists in Pakistan were using sophisticated American weapons, US media quickly leaked stories about American weapons missing from the US-trained Afghan army.  And now reports confirm that the dirty secret arm of the US government – the mercenaries of Blackwater – have infiltrated sensitive regions of Pakistan.  Blackwater works as an extension of the US military and CIA, taking care of dirty jobs that the US government cannot associate itself with in faraway strategic places.  The question: Who let them in?  And who deported one of them, if at all?

 

ISLAMABAD, Pakistan—Three weeks ago a group of concerned Pakistani citizens in Peshawar wrote to the federal interior ministry to complain about the suspicious activities of a group of shadowy Americans in a rented house in their neighborhood, the upscale University Town area of Peshawar.

A NGO calling itself Creative Associates International, Inc. leased the house.  CAII, as it is known by its acronym, is a Washington DC-based private firm.  According to its Web site, the company describes itself as "a privately-owned non-governmental organization that addresses urgent challenges facing societies today … Creative views change as an opportunity to improve, transform and renew …"

The description makes no sense.  It is more or less a perfect cover for the American NGO's real work: espionage. 

The incorporated NGO is more of a humanitarian front that alternates sometimes for undercover US intelligence operations in critical regions, including Angola, Sri Lanka, Iraq, Gaza, and Pakistan.  Of the 36 new job openings, the company's Web site shows that half of them are in Pakistan today.  Pakistan is also at the heart of the now combined desperate effort by the White House-military-CIA to avert a looming American defeat in Afghanistan by shifting the war to its next-door neighbor.  

In Peshawar, CAII, opened an office to work on projects in the nearby tribal agencies of Pakistan.  All of these projects, interestingly, are linked to the US government.  CAII's other projects outside Pakistan are also linked to the US government.  In short, this NGO is not an NGO.  It is closely linked to the US government.

In Peshawar, CAII told Pakistani authorities it needed to hire security guards for protection.  The security guards, it turns out, were none other than Blackwater's military-trained hired guns.  They were used the CAII cover to conduct a range of covert activities in Pakistan's North West Frontier Province.

The infamous Blackwater private security firm operates as an extension of the US military and CIA, taking care of dirty jobs that the US government cannot associate itself with in faraway strategic places.  Blackwater is anything but a security firm.  It is a mercenary army of several thousand hired soldiers.

Pakistani security officials apparently became alarmed by reports that Blackwater was operating from the office of CAII on Chinar Road, University Town in Peshawar.  The man in charge of the office, allegedly an American by the name of Craig Davis according to a report in Jang, Pakistan's largest Urdu language daily, was arrested and accused of establishing contacts with 'the enemies of Pakistan' in areas adjoining Afghanistan.  His visa has been cancelled, the office sealed, and Mr. Davis reportedly expelled back to the United States.

It is not clear when Mr. Davis was deported and whether there are other members of the staff expelled along with him.  When I contacted the US Embassy over the weekend, spokesman Richard Snelsire's first reaction was, "No embassy official has been deported."  This defensive answer is similar to the guilt-induced reactions of US embassy staffers in Baghdad and Kabul at the presence of mercenaries working for US military and CIA.

I said to Mr. Snelsire that I did not ask about an embassy official being expelled.  He said he heard these reports and 'checked around' with the embassy officials but no one knew about this. "It's baseless."

So I asked him, "Is Blackwater operating in Pakistan, in Peshawar?"

"Not to my knowledge."  Fair enough.  The US embassies in Baghdad and Kabul never acknowledged Blackwater's operations in Iraq and Afghanistan either.  This is part of low-level frictions between the diplomats at the US Department of State and those in Pentagon and CIA.  The people at State have reportedly made it clear they will not acknowledge or accept responsibility for the activities of special operations agents operating in friendly countries without the knowledge of those countries and in violation of their sovereignty.  Reports have suggested that sometimes even the US ambassador is unaware of what his government's mercenaries do in a target country.

Official Pakistani sources are yet to confirm if one or more US citizens were expelled recently.  The government is also reluctant in making public whatever evidence there might be about Blackwater operations inside Pakistan.  But it is clear that something unusual was happening in the Peshawar office of an American NGO.  There is also strong suspicion that Blackwater was operating from the said office.

There are other things happening in Pakistan that are linked to the Americans and that increase the chances of Blackwater's presence here.

These include:

1.       One of the largest US embassies – or military and intelligence command outposts – in the world is being built in Islamabad as I write this at a cost of approximately one billion US dollars.  This is the biggest sign of an expansion in US meddling in Pakistan and a desire to use this country as a base for regional operations.  Interestingly, US covert meddling inside Pakistan and nearby countries is already taking place, including in Russia's backyard, in Iran, and in China's Xinjiang.

2.      A large number of retired Pakistani military officers, academics and even journalists have been quietly recruited at generous compensations by several US government agencies.  These influential Pakistanis are supposed to provide information, analysis, contacts and help in pleading the case for US interests in the Pakistani media, in subtle ways.  Pakistanis would be surprised that some prominent names well known to television audiences are in this list.

3.      CIA and possibly Blackwater have established a network of informers in the tribal belt and Balochistan; there have also been reports of non-Pakistanis sighted close to sensitive military areas in the country.  Considering the intensity and frequency of terrorist acts inside Pakistan in the past four years, there is every possibility that all sorts of saboteurs are having a field day in Pakistan.

4.      Members of separatist and ethnic political parties have been cultivated by various US government agencies and quietly taken for visits to Washington and the CENTCOM offices in Florida.


The possibility of the existence of mercenary activities in Pakistan is strengthened by the following events:

5.      Pakistani officials have in recent months collected piles of evidence that suggests that terrorists wreaking havoc inside Pakistan have been and continue to receive state of the art weapons and a continuous supply of money and trainers from unknown but highly organized sources inside Afghanistan.  A significant number of these weapons is of American and Israeli manufacture.  Indians have also been known to supply third-party weapons to terrorists inside Pakistan. 

6.      Some Pakistani intelligence analysts have stumbled on circumstantial evidence that links the CIA to anti-Pakistan terror activities that may not be in the knowledge of all departments of the US government.  One thing is for sure, that CIA's operations in Afghanistan are in the hands of dangerous elements that are prone to rogue-ish behavior.

7.      In May, a US woman diplomat was caught arranging a quiet [read 'secret'] meeting between a low-level Indian diplomat and several senior Pakistani government officials.  An address in Islamabad – 152 Margalla Road – was identified as a venue where the secret meeting took place.  The American diplomat in question knew there was no chance the Indian would get to meet the Pakistanis in normal circumstances.  Nor was it possible to do this during a high visibility event.  After the incident, Pakistan Foreign Office issued a terse statement warning all government officials to refrain from such direct contact with foreign diplomats in unofficial settings without prior intimation to their departments.

8.     Pakistani suspicions about American foul play inside Pakistan are not new.  On July 12, 2008 in a secret meeting in Rawalpindi between military and intelligence officials from the two countries these concerns were openly aired.  The Americans accused ISI of maintain contacts with the Afghan Taliban. The Pakistani answer was that normal low-level contacts are maintained with all parties in the area.  NATO and the Kabul regime were doing the same thing in Afghanistan. In return, the Pakistanis laid out evidence, including photographs, showing known terrorists meeting Indian and pro-US Kabul regime officials. Was the United States supporting these anti-Pakistan activities is the question that was posed to the US military and CIA.

9.      Further back into history, in 1978 the ISI broke a spy ring made up of Pakistani technicians working for the nascent Pakistani nuclear program who were recruited by CIA.  Pakistan chose not to raise the issue publicly but did so privately at the highest level in Washington.

Now there are reports that the Zardari-Gilani government is consulting Pakistan's Naval headquarters on a proposal to construct a US navy base on the coast of Balochistan.  When things have reached this level of American meddling in Pakistan, Blackwater seems like a small issue.  Some Pakistani analysts are of the view that elements within the Pakistani security establishment need to be very careful about where they intend to draw the red line for CIA operations in and around Pakistan.
